Paths to Recovery in Yemen
Prospects and Priorities for Reconciliation, Reconstruction and Sustainable Development

Yemen is the world’s worst humanitarian and development crisis. Nearly seven years of conflict and economic decline — compounded by the COVID-19 pandemic — have driven the country to the brink of famine, displaced millions and directly or indirectly killed nearly 380,000 people. Negotiated cease-fires have failed repeatedly, and sustainable recovery remains elusive. Meanwhile, the United Nations Development Programme’s (UNDP) recent report “Assessing the Impact of War in Yemen: Pathways for Recovery” projects that, should the conflict continue through 2030, 1.3 million people will die as a result.

However, the report also examines the most effective recovery pathways for Yemen once a peace deal is achieved and found that an integrated approach that empowers women, makes investments in agriculture and leverages the private sector could end extreme poverty in Yemen within a single generation. With such disparate forecasts, Yemen’s future still hangs in the balance — only making it more imperative to ensure that a meaningful and sustainable peace process can take root in the country.
On February 8, USIP and UNDP held a discussion on how this timely UNDP report can serve as a guide for Yemen and the international community as they work to bring an end to the conflict and create sustainable development strategies in Yemen. The conversation explored the report’s conclusions, Yemen’s ongoing conflict dynamics, the war’s impact on reconstruction and development and prospects for building peace.

مسارات التعافي في اليمن
آفاق وأولويات المصالحة وإعادة الإعمار والتنمية المستدامة
يُعتبر اليمن أسوأ أزمة إنسانية وتنموية في العالم. حيث أدت قرابة سبع سنوات من النزاع والتدهور الاقتصادي – فضلاً عن جائحة كوفيد-19 – إلى الدفع بالبلاد إلى حافة المجاعة، وتشريد الملايين والتسبّب بشكل مباشر أو غير مباشر في مقتل ما يقرب من 380,000 شخص. ولقد أخفقت مفاوضات وقف إطلاق النار مراراً وتكراراً، ولا يزال التعافي المستدام أمراً بعيد المنال. وفي الوقت نفسه، فإن التقرير الأخير لبرنامج الأمم المتحدة الإنمائي (UNDP) بعنوان "تقييم أثر النزاع في اليمن: مسارات التعافي" يشير إلى أنه في حال استمرار النزاع حتى عام 2030، سيبلغ عدد الوفيات 1.3 مليون شخص نتيجة لذلك.
