  • Africa South of the Sahara
    An extensive collection of well-annotated links compiled by Karen Fung at Stanford University for the African Studies Association. Includes links to email lists, special projects, databases and archives, articles and documents, NGOs, news and general sources. Organized alphabetically within country (Eritrea, Ethiopia, Kenya, Somalia, Sudan, Uganda), region (Eastern Africa, Horn of Africa) or topic. The web site also has topical categories of links, as well as a site searching capability.
  • African Studies WWW, University of Pennsylvania
    Annotated links from the African Studies Center at the University of Pennsylvania, organized by topic and by African country. Country links vary according to individual country but generally include a flag image, map, documents, language resources, regional resources, etc.
  • INCORE guides to Internet sources on conflict and ethnicity
    A selective list of annotated links to news sources, articles and documents, NGOs, maps, general sources, etc. from the Initiative on Conflict Resolution & Ethnicity, a joint project of the University of Ulster and the United Nations University. Includes a general guide on Africa and the Horn countries of Eritrea, Ethiopia, Uganda and Sudan.
  • Index on Africa
    The web site for Index on Africa, a project of the Norwegian Council for Africa, contains extensive annotated links, organized by news pages, subject pages and country pages. Within each individual country page, links are organized by subject category. Interesting features include the number of links listed for each category, the tabulation of hits on a specific link since it was added to the web page, as well as the opportunity to rate the link. Search capability is available for the web site.
  • International Cultural Center (ICC) Library--East Africa Links
    From Texas Tech University, a selection of mostly annotated links for East Africa to internet search tools (with automatic searches from three search engines) and other useful general resources.

  • Integrated Regional Information Network (IRIN): Horn of Africa
    IRIN, a unit of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), provides a clearinghouse of information for humanitarian and international communities on the crises in sub-Saharan Africa. Its web site contains special reports and news briefs organized by country and region. Links to related web sites include the Global IDP Project on internally displaced persons. An e-mail subscription for IRIN reports is also available.
  • Reliefweb
    Sponsored by the United Nations Office for the Coordination of Humanitarian Affairs, this site provides extensive current news and information on a broad range of humanitarian relief issues in Eritrea and worldwide. The web site includes maps, a archive of documents, links to related sites and a search engine. It has the latest news and information on complex emergencies, including Eritrea/Ethiopia, Somalia, Sudan and Horn of Africa Drought.
  • Task Force on Long-Term Strategy for the Horn of Africa
    Web site created under the auspices of the UN Administrative Committee on Coordination (ACC) to coordinate the work of UN agency members and partners on the "UN Response to Long-Term Food Security, Agricultural Development and Related Aspects in the Horn of Africa." Includes links to agencies, partners, country information, and a final report.
  • United Nations Economic Commission for Africa (ECA)
    Web site of the UN organization based in Addis Ababa, Ethiopia. Includes links to reports, statements, news sources, a database of meetings and events on Africa (part of the UN Special Initiative on Africa), a list of member states, ECA partners and other organizational information.
  • UNHCR Country Profiles
    The United Nations High Commissioner for Refugees (UNHCR) details the assistance offered to refugees in each country, lists links to documents and articles on UNHCR operations and provides a tabular statistical fact sheet on refugee information for each country.

Maps and Guides

  • CIA World Factbook
    Country information for each country, including those in the Horn of Africa, covering the geography, people, economy, government, and infrastructure. Includes a map of each country.
  • Horn of Africa Dynamic Mapping Site
    Web site "contains imagery and geospatial data provided by the National Aeronautical and Space Administration (NASA) and the National Imagery and Mapping Agency (NIMA)." Allows customizable maps with the make a map feature.
  • Maps of Africa
    Maps from the Perry-Castañeda Library Map Collection of the University of Texas at Austin for the Horn of Africa countries include: Horn of Africa and Horn of Africa: Ethnic Groups and maps for individual countries. These maps were produced by the U.S. Central Intelligence Agency.
  • ReliefWeb Map Centre: Africa
    Regional maps from the ReliefWeb Map Centre include situational maps of refugees, population density, rainfall, drought, HIV/AIDS, for all areas of Africa, including the Horn. A special section has maps related to the Horn of Africa Drought with links to maps for individual countries. Also links to the Horn of Africa.
  • U.S. Geological Survey: EROS Data Center: Greater Horn of Africa Project
    Maps that "analyze factors affecting food security in the Greater Horn of Africa region," include maps detailng natural resources, population, climate variability and vegetation.
  • Your Nation
    An interactive database with information derived from the CIA World Factbook, Your Nation allows the user to compare or rank statistics for any two countries or display a statistical summary for an individual country. Settings are customizable.

    This web site, part of a world-wide governments on the web site compiled by Gunnar Anziger, collects links of all aspects of a country's official representation on the Web, including internal and external ministries, embassies, missions to the United Nations and related web sites.
  • Dinka-Nuer Peace Process and Reconciliation
    Documents associated with the March 31, 1999 agreement between the Dinka and Nuer peoples in southern Sudan, posted on the Sudan Infonet web site, "an education and information service on Sudan provided by the Sudan Working Group (USA)" and funded by the Presbyterian Church, USA.
  • Peace Agreements Digital Collection: Africa
    Includes the full text of peace agreements related to the conflicts in Eritrea-Ethiopia and Sudan-Uganda. Part of the USIP Library's Peace Agreements Digital Collection.

The historically fraught relationship between Ethiopia and Eritrea is deteriorating once again. A seemingly momentous peace deal that brought the two sides together in 2018 now appears to have been a brief interlude in a longer arc of enduring rivalry. The sources of recent tension include Ethiopian Prime Minister Abiy Ahmed’s public posturing around sea access and dynamics seeded by the 2018 peace deal itself. Neither side can afford escalation, but open conflict remains a possibility and even outcomes well short of direct hostilities — perhaps a return to the “no war, no peace” situation of preceding decades — would be disastrous for the two nations and the broader region.

When Eritrea’s president last month hosted the leaders of Ethiopia and Somalia to discuss “regional cooperation,” that initiative drew few global headlines. Still, Eritrea’s move should be noted by policymakers and others working for stability in the Horn of Africa and the Red Sea region. For years, President Isaias Afwerki’s disdain for multilateral forums such as the African Union, and his strained relations with many governments in the region, have contributed to caricatures of Eritrea as the “North Korea of Africa.” But his invitation for two neighbors to discuss a new regional bloc reflects an important factor in Eritrea’s foreign policy: its efforts to preserve its independence in a fast-evolving geopolitical environment.

Ethiopia and Eritrea signed a peace agreement just over a year ago to end two decades of a “frozen war.” The accord, which resolved a seemingly intractable border dispute after Ethiopian Prime Minister Abiy Ahmed took office and accepted an independent commission’s 2002 boundary decision, was greeted with tremendous optimism in both countries and by international observers.
