USIP is a national, nonpartisan, independent and public institute founded by Congress and dedicated to the proposition that a world without violent conflict is possible, practical and essential for U.S. and global security. In conflict zones abroad, the Institute works with local partners to prevent, mitigate and resolve violent conflict.

Contracting Opportunities

USIP’s contract opportunities are typically awarded through a competitive procurement process. Our procurement processes help us responsibly buy goods and services. USIP is committed to fairness, accountability and diversity in our procurement processes. We invite proposals from offerors of all sizes and in all locations. 

USIP utilizes Bonfire, an online procurement software platform, for solicitation notification and electronic proposal submission. Note that vendors/contractors who are not registered with Bonfire may not be able to access solicitations or submit proposals until registration is complete. Therefore, we strongly encourage all current and potential vendors/contractors interested in responding to a solicitation to promptly register on Bonfire.

Federal Procurement Regulations and Resources

The following are links to federal procurement regulations and resources that may be included or required in USIP contracts:

  • Federal Acquisitions Regulations (FAR): The Department of Defense, General Services Administration, and the National Aeronautics and Space Administration jointly issue the FAR for use by executive agencies in acquiring goods and services.
  • Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment: Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act prohibits federal agencies from entering into, or extending or renewing, a contract with an entity that uses any equipment, system or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. 
  • Fly America Act: All air travel and cargo transportation services funded by the federal government are required to use a "U.S. flag" air carrier service.
