Former Australian Foreign Minister Gareth Evans heads the Brussels-based International Crisis Group (ICG), which has a field presence in Montenegro and offices throughout the region.

As a senior foreign policy expert and board member of ICG, Ambassador Abramowitz has written and spoken extensively on the crises in the Balkans.
Gareth Evans focused his presentation on the escalating Montenegrin crisis and addressed the following:
- What is the level and nature of the Serbian threat?
- Has the Western response to the threat and support for Montenegro been adequate?
- What additional measures can be undertaken to help protect and promote Montenegro's reform and democracy?
