Partners or Partisans? NATO and the Media in Kosovo
The discussion focused on the continuing challenges to governments and international organizations posed by global real-time media. Issues discussed included:
- Difficulties of maintaining a coherent message within a multilateral coalition with multiple audiences.
- Whether the media influences public opinion during crises and thereby changes the process and nature of decision making.
- Whether governments have come to rely on the use of the media to transmit messages to hostile governments to the detriment of traditional and more private means of communication.
- What changes have been made in military and foreign policy establishments to adjust to the new reality of global real time media?
- What steps can governments and international organizations take to build up their credibility before, during, and after a crisis?
