The final report of the Quadrennial Defense Review Independent Panel is a compilation of findings and recommendations based on its assessment of the Department of Defense’s 2010 Quadrennial Defense Review (QDR). The Independent Panel focused its work on strengthening the All-Volunteer Force, revising the national security strategic planning process, reforming acquisition and contracting procedures, and proposing comprehensive and multifaceted cooperation within the U.S. government and between the U.S. government and its international allies and nongovernmental partners.
