Can Algeria Help Niger Recover From Its Army Coup?
Democracies and democracy advocates should welcome this week’s tenuously hopeful sign in Algeria’s announcement that the 10-week-old military junta in Niger has accepted Algiers’ offer to mediate in a transition to civilian, constitutional rule. Still, Algeria’s government and the junta left unclear the extent of any agreement on mediation, notably disagreeing on a basic element: the duration of a transition process. Algeria can bring significant strengths to a mediating role. In stepping forward from what most often has been a cautious posture in the region, Algeria creates an opportunity that international partners should seek to strengthen.
Iranian Human Rights Activist Wins Nobel Peace Prize
The 2023 Nobel Peace Prize was awarded to Narges Mohammadi, an imprisoned Iranian scientist, journalist and human rights activist, for her principled and persistent campaign against the increasingly repressive regime in Iran. The award also acknowledged the broader Iranian women’s movement, which last year spearheaded the first counterrevolution in history triggered, led and sustained by females, many in their teens. “This year’s Peace Prize also recognizes the hundreds of thousands of people who, in the preceding year, have demonstrated against Iran’s theocratic regime’s policies of discrimination and oppression targeting women,” the Nobel Committee said.

This commendable resilience stems from significant investments and reforms made over the last 30 years. Notably, bolstering institutional capacity, the digitalization of public services, robust engagement with civil society, and a deeply rooted culture of voluntarism have all played crucial roles. Furthermore, the U.N. Development Programme (UNDP), where I serve as Ukraine’s resident representative, has been instrumental in building resilience across all strata of Ukrainian society.

What’s Next After Hamas’ Attack on Israel?
A week after Hamas’ heinous attack in southern Israel, the grim reality of a protracted war has set in. As of this writing, 1,300 Israelis, mostly civilians, have been killed and Israeli officials believe as many as 150 hostages have been taken by Hamas. U.S. officials have said that 27 U.S. citizens were also killed. As Israel intensifies its operations in the Gaza Strip, 2,000 Palestinians have been killed. There are thousands of wounded on both sides. With Israel calling up 360,000 reservists, a cessation of hostilities seems a distant prospect.

Hopes that an election in Venezuela next year might resolve the country’s political divisions and revive a moribund economy have reemerged as the Biden administration and Nicolás Maduro’s regime are reportedly near an agreement to lift some U.S. sanctions in return for steps to hold a fair contest in 2024. Still, considering recent history, skepticism abounds among the international community that the authoritarian government would allow an opposition candidate to win the election and take office.
Amid China Tensions, the Philippines Relies on Alliances and Rule of Law
A diplomatic win, many people said about the announcement of a hotline between the Philippines and China. This was one of the highlights of President Ferdinand Marcos Jr.’s trip to China in January 2023, where he and Chinese President Xi Jinping established a direct line of communications between their two capitals. Specifically, the line would be between departments in each country’s foreign affairs ministries that deal with maritime and border issues. The objective was to prevent the escalation of tension in the West Philippine Sea (also referred to as the South China Sea).
After Six Months of Civil War, What’s the State of Play in Sudan?
What started as clashes in Khartoum this April between the Sudan Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) has devolved into a civil war. General Abdel Fattah al-Burhan, who leads the SAF, and his former deputy, the RSF’s General Mohamed Hamdan Dagalo, had worked together in toppling the Bashir regime in 2019 and orchestrating a military coup in 2021. But tensions over how the RSF would integrate into the SAF eventually led to fighting that has metastasized over the last six months. Caught in the crossfire are Sudanese civilians, who are experiencing a growing humanitarian crisis.
