In conjunction with the Naval Postgraduate School’s (NPS) Center for Stabilization and Reconstruction Studies, Institute trainers Nina Sughrue and Jonathan Morgenstein conducted our popular, biannual course, “Negotiation Skills for Post-Conflict Actors” (also knows as "Working Effectively in Post Conflict Situations: Tools for Communication, Collaboration and Negotiation") May 21-23, 2007, in Monterey, California.
Participants hailed from across the U.S., as well as Afghanistan and Sudan. The NGOs represented were ACDI/VOCA, Nonviolence Peace Force, International Rescue Committee, International Executive Service Corps, and Global Majority. There were participants from the Department of State, the U.S. Army, U.S. Marine Corps, U.S. Air Force, the United Nations, and the African Union Mission to Sudan.
The seminar’s objectives included professional skill development in the areas of conflict analysis, cross-cultural communication, negotiation, and third-party dispute resolution, all within the context of enhancing civilian/military communications in the field. The seminar involved presentations from leading experts in civil-military coordination in complex contingency operations. There were two simulations, one developed by NPS on the Provincial Reconstruction Teams (PRTs) in Afghanistan and the other a multi-party negotiation and mediation simulation developed by USIP, based on a fictitious country experiencing violent conflict. The presentations and simulations afforded opportunities for participants to hear new perspectives, engage in rich discussion, and practice their peacebuilding skills.
